I think my problem is that i'm installing a brand new hard drive (not purchased from dell) and I'm trying to do a complete install from a reinstall disc. Once that's done, reboot your machine (make sure you have the Windows XP CD in the drive) and hit the F12 key during the POST screen to get to the Boot I posted a new post with my issues, but now found this one.

I installed a Microsoft PCI network card, in conjunction with the Microsoft Wired Base Station. The windows setup screen appears and loads files.
